10 ideas for a great PNRR
The civil society organisations that signed this document did not consider the transparency and public involvement in Italy’s National Recovery and Resilience Plan (PNRR) to be enough.
Why
We came together and wrote a document collectively.
The risk was that the ecological transition projects would be fragmented and inconsistent, unable to reach zero emissions or to tackle climate and inequality together. And that, after spending all those resources, the most marginalised people would stay where they were.
The regions least able to plan, often the ones most in need of change, risked being left behind: we had seen it when all of Sicily’s water projects were rejected.
Civil society had tried in many ways to make planning more inclusive and transparent, for example with Progetto di Lustro, but civic voices had often been excluded and ignored. The 10 ideas are a concrete proposal, written by more than 13 organisations, to discuss and act on straight away.
The proposals
The 10 ideas.
- Assemblies in every regionWith civil society, to monitor the plan’s priorities and truly include people on the margins, whatever their citizenship status.
- TransparencyPublic communication on every phase of the plan and open data on projects and reforms, to follow how the funds are used.
- Social dialogue and monitoringA dedicated mechanism, giving a voice to young people, women, disabled people and historically excluded groups.
- Places ready for the climate crisisTools, education and inclusive planning so that every area can adapt.
- Quality informationMore scientific depth and a big-picture view in public information.
- Funds only with civic accountabilityTying Recovery Fund spending to transparency and the ability to account to citizens.
- A strong role for ItalyAgainst the climate crisis and inequality, including human rights in supply chains and trade policy.
- No more fossil fuelsNo funding, exploration or permits for fossil fuels, gas included, or for nuclear power.
- Against mafias and corruptionWith particular attention to food production and to the ecological transition.
- The effects worldwideForeign and cooperation policies consistent with the ecological and social transformation, so that the costs are not shifted onto impoverished countries.
The open letter
The ecological transition will be just, or it will not be at all.
Alongside the 10 ideas we wrote an open letter to Prime Minister Mario Draghi and Ecological Transition Minister Roberto Cingolani. It asked for people to be involved in decisions, for independent monitoring of reforms and investments and, within 12 months, for a cycle of regional assemblies on an inclusive transition.
